New requirement for original certified IDs at licensing offices, driving licence testing centres

From 1 November 2025, original certified identification documentation will be required at all City Motor Vehicle Registration and Licensing (MVRL) offices and driving licence testing centres. Any applications not accompanied by an original certified identity document will not be accepted for the processing of any transactions applied for.

This is a requirement of the National Road Traffic Act, 1996 (Act 93 of 1996).
 
Certified identification documents refer to legible copies of official identification documents which include:

  • RSA ID Book or ID Card
  • Foreign ID
  • Traffic Register Number (TRN) Certificate

 
These documents must be certified as true copies of the original by one of the following:

  • Commissioner of Oaths
  • Notary
  • Authorised Official

 
‘We thank all our residents for their understanding as they adapt to this new requirement. Only ID books or cards, foreign IDs or TRN certificates can be used at our MVRL offices. The City regrets any inconvenience caused. The City also reminds motorists that November is the busiest month at its Customer Interaction Centres and customers are urged to explore online vehicle renewal and accounts options,’ said the City’s Mayoral Committee Member for Finance, Councillor Siseko Mbandezi.
 
Certification must comply with the Justices of the Peace and Commissioners of Oaths Act, 1963 (Act 16 of 1963). The certification must be dated within three months of submission and must contain the official stamp and signature of the certifying officer.
